when is the last day i can start to grow a plant outside? im planing on ordering some seeds from drchronic but i wanna know if it is still okay to plant them in july.

You have 3 months before equinox. That's your drop-dead date for flowering.
It's not entirely too late, but for best results you should have started them indoors a while back.
