I am a 1st time grower and thought i could grow with a 70w high pressure sodium bulb but i cant.. What would be the best and less costing bulb 2 get.. Coz i dont have alot of money just now.....

Get some fluro tubes, about 4' ones.These are cheap to run, and you can buy them from most hardware stores,including fitting and ballest.
