another option other than carrying them through on you would be to mail them to yourself...just throwing that idea out there...not recommending you break any laws and such

Ir you're in America, you betcha you can be arrested. And airports are controlled by federal authorities, so you don't have any protection from state medical allowances.
You would be wise not to risk that.

mail um.. it works..
Do: make sure you buy some little trinket like a candle holder and then stick the seeds inside of it, wrap it up in bubble wrap and ship it as a small package using the fastest most registered form of shipping you can do. Fill out the customs forms for "collectable candle holder" or something that could believably be desired but not aquired in your home country (USA?).
Some people would say dont mail them to yourself but I never took that advice.. I either sent them to my work (addressed to: "blah blah comany, C/O Accounts managing officer" or something to that affect). Note no name is used, just a title that I made up and could easily nab when it came in (I would mail on the way to the airport leaving to return home). You can also address to home address but make sure to address it to "To our valued customer at:" and then your address.. No names if at all possible..
Dont: Put a few seeds in a standard mailing envelope (where you can easily see that the envelope has seeds in it.) Many countries have laws against any agricultural products leaving without examination so it would flag even if it wasnt the bad kind of seeds.
The only issue I have ever had was mailing a bottle of steak sauce (of all things) that could not leave because it was a food product.. the damn bottle broke in shipping and when it got to customes there was sauce dripping out of it.. oops! my bad. hahaha
