Germinating Seeds

What is the best way to germinate seeds in you guy's opinions? I have 20 seeds in moist hydro blocks, and 40 in soil starters. I don't know if any of them are even going to sprout, but I was just wondering how you guys do it.

**Edit** Should the hydro blocks stay moist? Have water in the belly of the pan? What?

put them in a cup of water till they sink and crack, than plant them in your hydro blocks if by hydro bolcks you mean (rockwool cubes).
