No it didn't, that was all media hype, President Fox backed down under US pressure, and they are re-writing a more stricter bill.

yes, it was not passed. It should also be noted that the reason for the bill being made is that drug possesion arrests take police attention away from drug sale arrests, which is what they want more of. So without all the minor offenders keeping the mexican police busy, drug trafficking and sales will probably be hurt tremendously if the new law succeeds in doing this. So if anything, the prices may go up. But who wants shitty mexican ditch weed anyway? haha. President Fox is a douche, and the bill is mainly meant to clean up the drug trafficking to the states, so dont count on anything great happening down there.
