what can they do if they catch you with a bag that smells like weed?
as long as you don't have any REAL incriminating evidence on you just in case they want to search you, go ahead and use it.
serious what can they do?
it's a bag...ohhhh...arrest me officer, I smoke buds.

Put some liquid tide directly on where the bong water spilled. Leave it sit for a few hours, then wash the bag. Repeat if neccessary. If you ever spill bong water on carpet, liquid clothing detergent works there too.

Bong water is a unique situation. I've never had it come out by just throwing it in the washer. I always had to soak whatever in some lliquid detergent and then wash it.
But your statement...I hear where you're coming from and couldn't agree more.

Just get a new backpack. If you cant then like it soak in some soap maybe, then give it a wash and let it dry in the sun.

As long as there's nothing incriminating in your bag (this goes for paraphenalia as well) then they can't touch you. But say yu had a pipe or grinder in your bag, mix that with your bag and your more likely to get into trouble, but still not much unless you're holding green.
