fast flowering light cycles

i've heard that plants dont measure length of day for flowering, they measure length of night. so you can flower them on 24on 12off. is this true or a load of bullshit. they say that you should only use it for the last 2 to 3 weeks of flowering & it increases yeild.
anyone know if this is true?
