A BILL
To provide for the medical use of marijuana in accordance
with the laws of the various States.

1 Be it enacted by the Senate and House of Representa-
2 tives of the United States of America in Congress assembled,
3 SECTION 1. SHORT TITLE.

4 This Act may be cited as the ``States' Rights to Med-
5 ical Marijuana Act''.

1 SEC. 2. CONTROLLED SUBSTANCES ACT.

2 (a) SCHEDULE.--Marijuana is moved from schedule
3 I of the Controlled Substances Act to schedule II of such
4 Act.
5 (b) PRESCRIPTION OR RECOMMENDATION.--
6 (1) IN GENERAL.--No provision of the Con-
7 trolled Substances Act shall prohibit or otherwise re-
8 strict--
9 (A) the prescription or recommendation of
10 marijuana by a physician for medical use,
11 (B) an individual from obtaining and using
12 marijuana from a prescription or recommenda-
13 tion of marijuana by a physician for medical
14 use by such individual, or
15 (C) a pharmacy from obtaining and hold-
16 ing marijuana for the prescription or rec-
17 ommendation of marijuana by a physician for
18 medical use under applicable State law
19 in a State in which marijuana may be prescribed or
20 recommended by a physician for medical use under
21 applicable State law.
22 (2) PRODUCTION.--No provision of the Con-
23 trolled Substances Act shall prohibit or otherwise re-
24 strict an entity established by a State, in which
25 marijuana may be prescribed or recommended by a
26 physician for medical use, for the purpose of pro-

3 and distributing marijuana for such purpose.
4 SEC. 3. FEDERAL FOOD, DRUG, AND COSMETIC ACT.

5 (a) IN GENERAL.--No provision of the Federal Food,
6 Drug, and Cosmetic Act shall prohibit or otherwise re-
7 strict--
8 (1) the prescription or recommendation of mari-
9 juana by a physician for medical use,
10 (2) an individual from obtaining and using
11 marijuana from a prescription or recommendation of
12 marijuana by a physician for medical use by such in-
13 dividual, or
14 (3) a pharmacy from obtaining and holding
15 marijuana for the prescription or recommendation of
16 marijuana by a physician for medical use,
17 in a State in which marijuana may be prescribed or rec-
18 ommended by a physician for medical use under applicable
19 State law.

Then let it beforever on record that they did not respond. I am bringing it to their attention. Even if just a couple read it every time atleast I have brought it to their attention. Those couple can send it to a couple more and so on down the line. As far as letters go I have sent out between 30 and 40, notice the reply that I posted. I send letters in form of email and as you can see they do read them as the return letters are hand signed and issue specific. Will you help the cause?

Dear Congress,

As the population continues to grow are fellow inhabitants of the earth, plants and animals alike, are being destroyed at a alarming rate. Over millions of years the plants have evolved together to give us what we need to survive. This natural balanced evolution has supplied all life with the vitamins necessary to thrive. In my career as a grower I have read countless studies on generational stability. If a plant is given chemical fertilizers each generation, the genetics that progressively continue to be passed down from the prior become weakened to the point of eventual death. Annuals under 24 hour light being giving organic fertilizers can thrive indefinitely, the same plant being given chemical fertilizers with the same NPK values has trouble reaching its fifth year. The chemical pharmaceuticals that we as Americans are given for illnesses may not be helping the human DNA evolve in harmony with the rest of the plants due to the incompatibility of synthetic chemistry with bio-chemistry. Here, I just spent an hour with your letter. Spell check is great, but it doesn't catch everything a good proof read by an outside source can provide.
It still may not be perfect, but it looks alot less unprofessional. No insult intended.

Please don't be offended by my attempts to help, but I have learned that a grammatically correct letter with little or no spelling mistakes gets much more attention than a letter containing "are" when you mean "our" and "then" when you mean "than", etc. Spell check won't ever catch those errors.

There was one chemical term I was not sure of "cytokinins" as spell check is drastically short on such terms. Also, I think you mean "cannabinoid" receptors, so I changed that too.

I also restructured some of your paragraphs as they tend to look like a long "run-on" type of thing. I'm sure I have not changed the flavour or meaning of your letter, just made it more clear to the uninformed reader, which is presumably whom you are targetting.

With the legalization of hemp plants there would be a drastic decrease in crime rates as can be seen through the example of prohibition being lifted from alcohol. The energy of love could then better manifest itself among the people of our great nations. People like myself would not have to worry about having my life destroyed for growing one of our organic allies. My purpose of writing is defined in two major questions:

1. How can a plant be illegal when it can offer so much potential to help lessen the level of pain felt on our planet as a whole?

2. Where are the people who care?

I have many other issues that need legislative attention, but out of them all I cannot think of one more important than taking the shackles off of mother earth and promoting the growth and knowledge of the hemp/cannabis plant for which we the people desire.

I can write much more in depth of the benefits of legalizing a simple plant, but I am sure you know them too well. If you need, I would be glad to put together many more pages of knowledge if you feel it would be helpful for yourself and others. If you can think of any way in which I can assist you please let me know.

I'm assuming that the section you added (I changed to red) is the one you want proofed. So, it's done now. Please double check your facts and figures. In a letter like this, you had better be able to back up your numbers with other credible reports and you should quote your sources. I also don't think "fascist Police" is gonna score you any points. We may feel and believe they are fascist, but saying it to their face in a letter like this is gonna see your letter tossed in the circular file.

See if you can find a book called "Medical Mafia" by Dr. Guylaine Lanctot. She's from Quebec and it will answer your question 1. Remember that thanks to the pharmaceutical corporations, we live in a disease care system not a health care system. I can see you understand this as you infer it in your letter.

Alot of the reasons MJ is still illegal is because (1) the pharmaceuticals know of its healing powers, (2) alcohol and tobacco corporations stand to lose billions if North American culture changes from alcohol/tobacco based society to cannabis based. See "Hemplands" video and Gatewood Galbraith for more info on that. (3) There is a huge economic infastructure designed to curtail "illegal" drug use. Make MJ legal and what do you do with all the people that will suddenly be unemployed? Counsellors, drug rehab. clinics, cops, pro MJ lobby groups, which are no longer needed now that their legalization job is done, etc. (4) The common folk just don't understand as they have been brain washed by faulty media reports and misinformed by manipulative police forces.

What I don't understand is why these big corporations don't jump on the MJ band wagon and start mass producing it and making profits off that rather than cutting down trees and making bad pills for everyone? Just like, why don't auto makers and the petro chemical corp. harness solar energy and make a profit off that instead of pushing SUV's and high priced gas down our throats? Of course, that goes hand in hand with killing innocent people for oil. I showed my partner your comment on plastic (she manufactures plastics for a living) and she was so surprised. She had no idea. But, I bet her company has the idea and can't implement it.

Another thing I found from www.jackherrar.com is that MJ can be used to reduce soil erosion and mud slides. Of course, that makes perfect sense and it sure would have helped the people of North Vancouver District a couple years ago when a mud slide devastated a neighbourhood and killed my computer Science professor.

You're definitely on the right track with this and don't stop being a pest to the DEA, congress and others. You've already been busted, so you have nothing to lose. I'm still intact, (knock on wood) so I am less publically vocal than you. That's why I help this way.

Great idea! thanks for starting this thread. I printed out my Congressmen's info as well as my state legislature's. I am also working on a campaign for our upcoming election. I hope to help elect a man who is sympathetic to our cause. It irks me, and makes no sense, that I live in an MM state that doesn't provide for co-ops etc. for safe access.
