Ok, i was wondering, the temp when my 400W hps is during the day goes up to about 90d F. I know thats high, but there is no way i can get it to lower, without buying a fan (which i do plan on doing, but i have no money at the moment) will the effect my plant in anyways? its about 1.5 months in to flowering.
And also, im worried that the 400w hps is costing me a BOMB. We dont get another elec bill untill april, so i cant find out how much its costing me so far. Can anyone tell me if they think it will effect the bill alot, and how much roughly it would be extra per week or month ROUGHLY. Im not looking for exact answers, just what you know from general knowledge. I live in england (east anglia) aswell, if that helps.

Dude, you need to get a fan. Not only for heat removal, but it's healthy for the buds to have air circulation. You're acting like its a big investment... I can appreciate your financial situation (trust me), but you could find a fan for dirt cheap.

Use common sense. It's only 400 watts, that's 4-6 regular light bulbs depending on what you have in your regular house lamps. You can easily keep the bill the same if you conserve a tad, and I mean a tad.
A fan is 10-20 bucks, get one.

Most plants can tolerate temperatures of up to 90F.
High temperatures can seriously damage the roots of plants kept in containers depending on where you're keeping them.
If you don't have a medium that drains well enough, you could easily be looking at breeding grounds for bacteria, and high temperatures only worsen the case. (This also depends on how hot the lights you're using are. I use 500 watts and I know HPS' can get pretty warm)
Hot air, particularly hot, dry wind, causes too much moisture loss from the plant's foliage. Some evaporation from leaves is normal, but when vital moisture is being evaporated faster than the plant's ability to replace it, leaves dry out and wilt.
First symptoms of hot air injury are drying and browning at the tips and edges of older leaves. Then, tender new tip growth wilts, soon followed by dieback. Rapid moisture loss can cause tender leaves to turn black. Evaporation cools foliage, but if it doesn't get water from the roots fast enough to provide the evaporative cooling effect, the foliage gets hot, tender growth wilts and older leaves sunburn.
So you're basically looking at minimum (if your plant doesn't respond well to the heat) wilting and possibly some foliage burn.
Do you possibly have an old desk fan or anything for that matter?

Oh, and also something to be mentioned.
The hotter the weather, the faster the living process of the plant is.
This means the plant will be using up nutrients like crazy. Unfortunately, at the same time the roots will be very active and it'll be easier to burn your plant with nutrients.
Trust me on this one.

Just go get a fan, but if I were you I would just hook up a air-cooling system to your light.

and no, i cant just get a fan. if you were in my situation, ud understand 'just getting a fan' is a little harder than 'just getting a fan'.
Its been budding a while now, and i dont even see crystals yet :/ its a bagseed, so i have no idea what it is, but no crystals makes me :(
