Going to try and make a hydroponic cloner tomarrow, just want to make sure I have the concept straight. All I need are cuttings suspended in water with an air stone right? How high should the water be on the cuttings? No nutrients or other additives?

If you have enough bubbles to suspend them..go about 2 cm above water level. I use RO and olivias in my solution..It takes longer than tap but the roots are beefy. I also top w/ hydrogaurd and RO to keep things clean and to keep water levels right.

you can use ph'd rowater or tapwater and superthrive...or Liquid Karma...or any pro cloning solution. I used Botanicare's cloning solution last time and it worked great!
they will root, no matter what you use...some methods are quicker or healthier, as stated above, than others.
