Hey party :D Glad you're buckling down and getting an HPS.
I started growing the first 6 days without a grow light and was instead using the sun, but of course as we all know that causes stretching.
Long story short, I was going to get a 400hp from InsideSun.com but went with 2x250 HPS for the extra 100 watts and small price difference. As far as the quality of the company, I went through hell and back to get my tracking number but I did get my lights promptly (I just had no idea where they were in the mail!) and my plants couldn't be happier.
I noticed 3x the growth in the first few days.
I went with the Econo refurbished lights with the one year warranty:

Buying them anywhere other than ebay is the same as throwing money in the toilet. You will not find them any cheaper.

Ebay also likes to give out personal info to the government.

Hey fellow growers...
i went to our local Hydroponics store...ALL the info you need, plus reasonable prices along with $$ back guarentee....
Worked wonders with the HPS...switched to MH for flowering, and loved it even more!
Good luck...

I got mine from specialty-lights.com. Free shipping, arrived in 2 days. Later, I bought a MH conversion bulb. It died, and 2 days later I had a new one before even having to ship the dud back. To me, that's good service.

If you have the space, light and can control the heat, get 2 400 watt hps. I notice a BIG difference when I added the second one. If you can't handle the heat problem go with one and add a bunch of 100 watt swirly bulbs - At WalMart they cost 5.50 for three.
Good luck!
