I always use the Jiffy Peat Pellets, the little greenhouse that came with the pellets and a heater for a terrarium under the setup. This is one of those heaters intended to be stuck to the bottom of a fish tank for slow gentle heating. I routiney get 95-100% germination and survival rates.
