Help with making a vape

alright, I got a lightbulb and I cut off the top part of the metal part and there is this hard green shit in it around the edges of the metal part.
should I just continue and take the insides out along with the green stuff?

take out evrything in the inside. anything below where the metal part starts(if you're holding it upside down lol). put salt in shake it a bit with top covered, put water mixed in with salt rinse til clean as possible. break up the weed as fine as possible put it in. when you light it, don't put the flame directly on the lightbulb. maybe like an inch away. after about 30 seconds should start to see a little bit of steam. you'll know if it's working by the taste. hold it in forever, don't ever breathe out again.
