They are three different parts of speech. It's more like, which one could you not use to describe one or the other. That would be "And". Weed Conspiracies. Weed Paranoia. Conspiracies Paranoia. And Paranoid Weed Conspiracies.

Ok, some people are afraid of driving a car while high. So it brings paranoia.
All the Powers-That-Be are committing conspiracies whenever they have a smoking-session.
And weed gets you high.

and yes, weed can make you paranoid, I get paranoid as shit when I'm high. not in thinking up conspiracies, I just start to think I saw something out of the corner of my eye, or get startled if somebody touches me, or think I heard somebody when there was nobody. the worst actually was when I was home alone and I heard somebody knock on the door and I checked but nobody was there. I searched the house inside out with my sword in hand, nobody was home, that was just exceptionally powerfull paranoia.
