Because it's mailed discreetly. Just watch out, make sure you don't get screwed outta your money, so go with a reliable seed-seller. I guess seedbay has been getting good reviews lately. Good luck.

I think seeds may be legal because they don't really have any THC in them. Planting them is of course illegal.
