There are several different types of light systems available. Plain old flourescent stick lights will grow a plant, Even better is a compact flourescent bulb which can be screwed into a regular light socket, the more bulbs you have the brighter and denser light you will get to your plants. These are available at walmart.
There is also HID (high intensity discharge) lighting which is much more powerful and a little more expensive, but these lights will promote much faster and robust growth.
I recommend you start the plants under compact fluorescents or fluorescent stick lights for $10-$15 ready to plug in at walmart. When the plants get a little bigger, and/or you are ready to purchase a larger light, you can get the best deal at www.insidesun.com for a 250 or 400 watt HPS for around $100 plus shipping.
The fluorescents are really good for plants up to 12"
tall and gives a better spectrum for early growth.
The HPS is a more powerful light so when the plants start to fruit or flower they will give a better yield.
