it looks very bald at the bottom but it is very young ,

IMO i'd say yea.. do you see balls or buds around? take pictures of them so we can see...

if they have white strands or hairs on or around them, they're female.. if its bald, it's male.. BUT it may be a little to early to know.. how did u germinate them?

look at the top of this forum. There is a sticky called sexing. It will show you how to tell the difference. Your pictures are not the correct angle to know. Sex shows at the node space. Where the branch or leaf protrudes from the stock.

i germinated them in paper towels in an airing closet which only took about three days.

it was growing under a 400 watt hps indoors but looked kinda droopy now ive moved it outside it seems to have perked up looks more healthy allready in one day.

below is the plant about a week and a half maybe two weeks old.

A seedling sometime will not like the light from a HPS. Fluorescents are good for seedlings cycle as well as cloning.

it is hot in the uk at the moment temperatures reaching 28*C sun shining bright not a cloud in the sky and i think the plant is loving it

That plant needs nutrients.Feed it 1/4 strenght veg nutes...
...20-20-20 will work.Don't overfeed! Give it more as it grows.
sex is obvious if you know what to look for.
It looks like you topped it...thats why it grew like that.
Long side branches,short tops.
