back in my day we had to pour water in buckets to tell time I.E as the water lowers in the bucket it has times painted in it . but as the water lowers so dose the flow speed their for the time is not right..... to fix this problem you need to keep the bucket full then under its drain spout, put another bucket with time values in side of it then rigg up a float now as the water drains from bucket one in a steady rate your float also raises in a steady rate an that is how u make a water clock anymore questions. didnt think so ...

You can also tell time by looking into a cat's eye and using it's pupil slit and its thickness... they have to be outside though and not looking directly into the sun or in a shaded area... can't really strap a cat to your wrist. :D
