or does it need time to start light up for first time?

it reads
"time should be allowed for lamps to stabilize in color when turned on forthe first time. this may require several hours of operations, with more than one start.
lamps may require 10 to 20 minutes to re-light if this is a power interuption. "

Yes, they need a warm-up period, although if they are working properly, you should see a dull glow when you first energize them, which gradually brightens over several minutes. HPS lights act the same way, as you can see in any parking lot at dusk.

You first were asking about a MH light but you showed a HPS bulb. What type of transformer do you have MH or HPS. HPS requires an igniter along with the capacitor to light up.

I just want to make sure everyone is on the same page.

I couldn't really tell for sure from your pic's, but are you handling your bulbs with your bare fingers(thought I saw fingerprints), if you are do, it is possible the oil will cause a hotspot and they will blow
