New leaves. Those are the secondary growth shoots. Could be wrong tho but I think preflowers only come up after the secondary growth shoots.

how old is the plant? that looks like a mall ball to me.. two of em actually... remember males flower alot faster than females

3 weeks old? there have been the same things below that top node that just turned into leaves, these just werent growing as quickly

I havent seen a 3 week old spurt balls without even having developed the secondary growth at the node. You'll ususally see the sex genetalia after the secondary growth comes out.

But you are looking in the right place....

And...I could be wrong....

Most definitely a new sprout, 3 weeks is far too early to determine sex. You can already barely see the leaf-lets comin out!
