weighing and dividing equally

i am trying to get two even bags . i have a mixture of fine powder and about half inch sized solid buds. if one bag is solid buds only and the other is mostly powder would they be of the same value as long as the weight of the two bags is the same. thanks and i hope i have this in the correct forum.

a scale is what is used to weigh the bags evenly.

ok guys , maybe i didnt word the question properly...although they do weigh the same...is either the packed buds or the powder worth more because one or the other is more potent?
