My roommate had his test observed do to suspicion. He was told his creatinine levels were the same over his last 3 tests and that normally they would be different each time. He subs with Synthetic urine. Is this even true or were they just trying to jam him up??

If this story is actually true, then they lied and screwed your roomate over big time. Labs cannot send up the red flags if the creatinine level was satisfactory (over 20 mg/dL, as per DHHS regulations). It makes no difference whatsoever if past samples had registered the same creatinine level. As long as the creatinine level is over 20 mg/dL, it is satisfactory in the eyes of the DHHS.
Besides, creatinine levels in synthetics vary from batch to batch.
Your roomate shouldve put up a defense and raised holy hell. There were no grounds for them to be suspicious if the creatinine level was within acceptable limits.
