This is my second grow, and this plant seems to be growing at a much faster rate than the last plants I grew. Can anyone speak to if this is normal growth for day 18? When I say day 18, it sprouted and then on day 1 after the sprout, I panted it. It was put in the dirt as a 1/2'' sprout on the 7th of October.

The main difference between the grows is that this one is using LED and and CFLs, where the last one used CFLs only. I also have the light much closer to the plant than last time. Does this account for such a drastic increase in growth or could something else be up?

its normal with some strains, and the growing conditions. I had seeds before pop in 1 day and was already 3 inches tall in 2 days

it looks very healthy! I would say the increase in growth rate would attributed to the increase in lumens. keep doing what your doing! the more lumens the better. Unless you have multiple HPS' going, then it can get a little to bright for them if they are to close and 'light bleaching' occurs. That is almost impossible with cfls and LED.
