Hello, who know any wholeseller of cannabis seeds whose has a certificate of THC quantity in seeds which improves max 0,2 proc of THC?

i doubt anyone is going to give you that. how can they certify potency when you do the growing? they dont how much you know about growing right?
so if you dont have the same level of skill as they do how can they "certify" you will get the same results as them.
thats asking way too much. that can however tell you what level THEY can achieve and most will give some kind of idea of POTENTIAL potency, usually under ideal conditions.

So how about a law which define that seeds cant be sell without research and certicicate which improve that there is less than 0,2 proc THC in seed?

you understand by doing that you will end paying $100 per seed. now that i re-read what youre asking, seeds have no thc content. only the plants that grow from them.

it can be contaminated from buds. i want to open retailer shop and goverment said that it has to be certificated. now im confused. for researches it need a 100 grams of seeds and it took about 15 days and it cost about 200$. 100 grams of seeds it would be about 7000 seeds. does anyone thinking that its absurd. and im thinking how does other retailer shops doing it.

Your reading something wrong. Severely wrong.
They are asking for certification of genetics. I am also going to assume they are telling you if you can't get verification/certification (which any breeder can do) of the genetics that you must supply a 100g sample in order for them to test. They may be asking for 100g sample FROM SEED (vs from clone) but I don't think they are asking for 100g of seeds.
It would be best if you would cite your source (show us what you read) in order for us to come up with the correct answer. From this point of view it seems like a misinterpretation of what you read.

It was coversation with food and veterinary department by emails in Lithuania language. I took about two months to find out a laws of this, and when they said that I get

Im not so good in english but i'll try to translate:
SFVS inform that hemp seeds can be sold as food. They must be tested for tetrahydrocannabinol (THC) content. Hemp seed samples shall consist of not less than 100 grams, the study cost is about $ 200, the examination time of 15 days. Due to the state of hemp seed sampling seek territorial SFVS. We note that paying for the investigations owner of the production.
It also tells you if the wholesaler sells cannabis seeds sold by seed and provide research data on (THC), ie (research protocol, certificate), testing is unnecessary.

If you're talking about selling hemp seeds as animal or bird feed, they may be trying to certify that the seeds themselves have minimal THC content.
When grown out, hemp has little to no THC while marijuana has much more.
I think maybe you're asking the wrong group of people - most people here are looking at max THC.
I would think that hemp seeds would be very inexpensive compared to seeds used to grow marijuana - 100 grams would be slightly less than four ounces of seed and should be very cheap if you're talking bird-food grade. If anyone looks closely at mixed wild bird food, you can see what looks like pot seeds in there.

I think that im asked wrong people too.. Im very grateful for your help. so I dont need any special certificate to resell marijuana seeds like a souvenirs, do I? By the way can you offer me a good seeds wholeseller?

I don't know what the laws are in your country.
In the UK, it's legal to sell seeds as souvenirs or collectibles. Same goes for many European countries, but I don't know about Lithuania specifically.
I'm sorry but I can't refer you to a good wholesaler - I don't deal with that part of the business, and I'm not sure whether or not our sources are confidential.
