Will space cakes work like this?

Will it work if I simmer the marijuana in milk and oil for 10 mins and then proceed like normal.
The recipe only calls for 30ml of oil which i dont think will be enough to simmer but it also says mix the oil with milk so i was wondering if thc would still release into the milk and oil?
