There are several different types of ebb and flow systems. Table top, tray, buckets, etc - So if we're talking a 16 site ebb and flow system setup in a 16 gallon flat tote, that's designed for vegging - Now if your looking at a 16 site bucket system, you can change the buckets, hoses, and anything else you need to change pretty simply...

Or, get a 55 gallon plastic drum (you can get them very cheap/free from several sources) and spend the $15-45 on the pump, $10 on hoses and connectors and $32 on 16 5 gallon buckets....

Add a few more dollars and an air pump, and turn it into a DWC....

Or, buy a fan... but since you didn't mention tempatures at all, I'd go with a hydro setup, save you tons over time, and give you more yields. I'm personally going with a DWC system as soon as I get my new space. I should do it now, but I'm lazy, and my girls are growing good :)
