eligibility

I have looked at eligibility criteria online but wanted to ask someone that lives in Az, Do the doctors have any leeway about who they make eligible for MMJ? Is there any cases like CA, where they can say it is a chronic condition and other meds have not worked? like stress, insomnia, etc.. thks for any insight?
