should i hang the lights at the top or at the sides?

i made a growbox and i have 3 65wat CFLs 6500 kelvin. is it best to have lights beaming overtop or at the side of the plant? thank you. and should the lighting be the same for spouting and flowering?

above the plants, you need 2700k for flower but 6500k will work.

ok thanks for the reply, i guess it makes sense to have the lights above the plant because light will still penetrate through the plant, and sideways doesnt hit enough of the plant
