I have seen something here pretty much the same at one of the Santa Fe producers.
There shouldn't be any legality problem.

It is a derivative so the producers are allowed to make it. However, since it takes so much dry product to make it, I don't know that any of the producers will do so. Maybe in the future when there is excess product one or more will attempt it.

BH was selling a hash oil. Haven't tried it so don't know how close it is to the RS Oil. You could check with them and see. The recipe is on the internet so anyone who is willing to follow the process can make it.

Yes quite a few years back. I have yet to try it again, but I did get lucky and purchased this antique.
