Hey, I'm a noob too, but I started to fertilize (assuming you are using soil) about 2 and a half weeks in...when your plant looks a little yellow to be honest. I mix ONE baby teaspoon of FloraGro and MicroGro in with about 1 quart of water. I give it to them about 3 times a week. The biggest mistake is to over feed them, because they can handle a drought and a famine better than a flood and a unlimited supply of food (weird, but yeah)

Your question is too vague to get a proper answer. A lot depends on what medium you are using to grow your plants. For example, I grow cuttings in rockwool cubes and then transfer to coco pots. I feed my plants the second they are born till a week before they die (I soak the cubes in quarter strength veg feed). If you were growing in ferted soil you might not feed until week 4 of veg, but this will depend on the soil you use.
