Beautiful ladies, man. No worries, they're coming. Just make sure they're not getting any light at night and they'll do they're thing. Saw that japanese beetle on pic# 3, want to flick it off lol. Looking good, though

I have a motion light on my garage and a light on my back deck but they dont reach the garden and their not on at ALL times just when i take the dogs out. I'd assume if its not reaching the plants then its not absorbing right?

A fairly small amount of light can be enough to interrupt things, but your plants look like they're starting to flower so you're probably fine. Some plants are just slower than others. Also, if you planted a bit late they can take a couple weeks longer. My plants have barely started flowering as well so you're at where you should be.

Also does it makea difference if the light rays are actually reaching your plants or if your plants are still in darkness but the light was visible from a distance? Bc the rays from the lights do not actually reach my plant. Maybe i'm being paranoid lol.

They look just like the plants I'm letting bud naturally, my largest plant has the white hairs and they are starting to slowly cluster. This has been a strange growing season for everyone, I had plants starting to show weeks ago.
