2 Weeks into Vegetative stage. Water level is 2 inches below netted cups. Most of the plants roots are doing well in that they are growing both downward and sideways.

My problem is that a few of the plants roots are going straight down with little to no growth sideways. Should I raise the water level closer to the mesh pots in order to facilitate sideways growth for the few stragglers or will the root systems work themselves out at the same 2 inch water level.

picture shows plant roots for the front left plant which has good all-round root growth. The front right and back one shows how the roots are only growing down, not sideways.

Assuming your nutrients are aerated (bubbles), your priorities are not how many inches your water is away from the bottom of the net pot, but rather that all plants are getting fed. In other words, keep the water at the lowest level making sure that they ALL get to the feeding trough!

Got big airstones going on in the buckets already.

So if i keep my ph and ppm at optimal levels the plants with sparse root growth will work themselves out on their own?

Yes .... as long as they have access to nutrients... even it you hand water them until they reach the nutes in the bucket.
