supplementing cfl grow with these leds?

Id'e like to start a grow in the future for an ill friend of mine, and am figuring out how to get set up.. and from what I understand, cfl's will work for our purpose.. but cause fluffy bud?.. noone wants that so.. what I was wondering is, would supplementing a small closet grow with these two panels (cheap) help keep the bud compact? they're full red spectrum, and I only expect to be flowering 2-3plants at a time..

No wanna urinate in your processed breakfast grains, but, you did ask,
and I do happen to know.

Those "china panels" are junk!

5 mm. 0.06W. leds are not really strong enough for bud formation.
I have tried.:(

2 panels = 450 leds = 27 W. = 7,520 lumens = crappy for horticulture.

You'll need about 10 of those to make a noticeable difference in yield.
So, do not waste your time with them.
If you can afford 10 of those, mo' betta, jus' buy one Lumitek.
Or 2. wex450s and use the cfls for vegging.
Or even a stinkin' UFO kine. They run about $125 US$.
The bad ones are pitiful, but the good ones are adequate.

But, IMO, China panels are bunk!
And I'd advise you to run from any merchant still flogging them.
