Here is the new draft from the Dept of health. They did address some issues but many more were not changed or changed for the worse:

R9-17-302. Dispensary Registration Certificate Allocation Process:
b. More than one dispensary registration certificate application for a dispensary
located in a CHAA that the Department determines are complete and are in
compliance with A.R.S. Title 36, Chapter 28.1 and this Chapter by 60 days after
May 1, 2011, the Department shall randomly select:
i. One dispensary registration certificate applicant and allocate the
dispensary registration certificate for the CHAA to that applicant; or
ii. As many dispensary certificate applicants as there as dispensary
registration certificate assigned to the CHAA, if the CHAA has more
than one dispensary registration certificate assigned as a result of a city
or town's request in subsection (B)(1),

In other words: a huge pile of applications, and ONE gets pulled out of a hat. No consideration of qualifications, business plan, security, etc.

Honestly- are these guys working overtime trying to screw this up even more?

Sabotage and rigging is more fitting

We released a public statement applauding DHS's move to use the CHAA (we had planned on it and told everyone from the start) to distribute the permits, however we suggested that rather than a "random" process be used why not let the cities that are in the CHAA chose the applicant that suits them best. Take any accusations of DHS cohorts out of the equation. Make it similar to a conditional use permit.

All well and good until the council chooses the dispensary proposal put forth by their cousin/brother/wife. This state has enough nepotism as it is.

Or they pull the classic switcheroo: they designate an applicant, and then once their term is up, they go to work for the applicant- just like with Covance and Tazer.
