Read this sticky http://boards.cannabis.com/indoor-lighting/140735-answers-about-cfl-hps-how-much-light.html for your needs.

2000 lumens sq. ft./21500 lumens sq. m. = Absolute minimum for growth. You won't get much from this, especially after the plant has grown a bit. Not really enough to flower well.

3000 lumens sq. ft./32250 lumens sq. m. = Pretty Good growth. Enough light for the entire light cycle, although your yields may be lower.
4000 lumens sq. ft./43000 lumens sq. m. = Very good growth. Once you pass around 3500, growth rate and ability goes up fast.

Over 5000 lumens sq. ft./53750 lumens sq. m. = Optimal growth. Dense growth in all stages.

After I done lots of reading on CFL lighting, I ended up with PL-L. That's the most effective CFL I've ever seen. You can consider T5 ligthing as well. You have good space to use long tubes.

Check out CFL and Tube grows and compare it yourself.

You need two or three times more than that for 28 square foot area.

Compare this:
200W CFL 12800lm - 160W T5 12300lm (2x80w)
40W CFL 2400lm (2x20W) - 39W T5 3100lm

man your 100% right, now ill get why people are using T5.i allways tought that its a old stuff and that CFL is better..
and bout the other post in other thread(same question)i didnt realise when adding posts that you can go in different categoris like indoor lightning and all thta..thats why i posted everithing under basic growing..

T8 or T12 are older than T5. They are not much effective as T5. But when you're choosing, look for High Output T5. standart T5 don't have that much lumen.
You can fit them in length to your grow-room, or you can use PL-L as well in width. They are more compact in length and near same lumen output.
If you use only 2x250w CFL you got 2 sources for light. Plants will try to reach those sources. If you spread the light equally, All plants will share same light output, they'll be more happy.
Here I wrote a while ago about: http://boards.cannabis.com/closet-cabinet-growing/193378-cfl-wattage.html#post2167239

And, it doesn't really matter actually, you can post here or there. Better do in right room and ask one time. When you need more or different answers to same question, you can just come to your thread and send another post to keep it up ;)

IRL? Ireland? http://boards.cannabis.com/indoor-lighting/193934-pll-t5-ireland.html

The best way is not to go online. Look around light shops. They sell fixtures and bulbs. Even if they have not in stock they must have some catalogs, yo can choose and order. I recently went to a shop to buy bulbs and they had a fixture in the shop with 2x36W bulb on it and ballast. Ready to work just $50. This is a really good price for a ready fixture.

Other choice is Ebay, Amazon or some similar websites. You can find something there as well. I bought my ballasts from UK with very good price. Online abroad good only for parts. Fixture itself is heavy thing and will cost $50-100 shipping and may have some taxes on customs if you buy more than one or like high price in total.

This is most probably because English isn't my first language either :) Similar frequencies.

Don't go hardware shops. Go to electric shops like this one: Excel Lighting - Surface Fluorescent Lighting (http://www.excelelectric.ie/lighting_web/Surface.asp)
