Anyone know what's going on with these plants? First grow

They are almost 7 weeks.
I'm running them on 18/6 light, under 4 fluorescent bulbs.
2 are Ecolux bulbs, one Plant and Aquarium F40, and one Daylight F40, both 40 Watts.
1 is a Phillips Plant and Aquarium light, 40 watts, and the last one is a Phillips Natural Sunshine T8 bulb, 32 watts.
They're all 48" bulbs, the plants are about 3-4 inches from the bulbs.
Fed with Miracle Grow 8-7-6 twice.

I don't know a lot about your flourescent lighting, especially since you don't mention the kelvin ratings or lumens, but it appears that they are starving for light. They are stretched quite a bit.
You might think of replacing the tinfoil. Flat white or mylar is the best.
