It appears that once again, the bureaucrats are tampering with the will of the people rewriting or writing regulations that eliminate people that cannabis can help. Even though it was passed by a slim margin, the voters surely didn't bargain for this New Jersey like method to derail giving medical marijuana full and unrestrained access for medical reason. Its typical since these are the same people in many state and federal offices and departments who have created the present mess regarding every aspect of our lives. They just don't know when to quit and get the fuck out and leave individual choice alone. :wtf:
Stringent medical marijuana rules proposed in AZ (http://www.washingtonpost.com/wp-dyn/content/article/2010/12/17/AR2010121704439.html?hpid=sec-nation)

People should use this electronic comment form (http://www.surveymonkey.com/s/RLLB87S) to voice opinions regarding the current informal draft rules (http://www.azdhs.gov/prop203/documents/Medical-Marijuana-Draft-Rules.pdf) (pdf format).
Some parts are ridiculous like:
Has a professional relationship with the qualifying patient that has existed for at least one year and the physician has seen or assessed the qualifying patient on at least four visits for the patientâ??s debilitating medical condition during the course of the professional relationship
The draft rule also provides a second alternative to the 1 year relationship if:
The physician assumes primary responsibility for providing management and routine care of the patientâ??s debilitating medical condition after conducting a comprehensive medical history and physical examination, including a personal review of the patientâ??s medical record maintained by other treating physicians that may include the patientâ??s reaction and response to conventional medical therapies.
What if doctors aren't going to want to assume "responsibility" for fear of federal law??? Sheesh...
