Is it wise to wait for alternating nodes as a sign to flower or is a 16inch tall and healthy plant a good enough reason?

The alt/nodes is a sign of sexual maturity. If you flip before the plant is sexually mature, she won't go into flower right away. She'll continue to veg until maturity, under the 12/12 schedule.
At that size, they must be pretty close. Blueberry, right?

Horse puckey. The plant will start flowering between 10 and 21 days after the light change. I have seen plants that grew for 2 weeks be sent to flower and they flowered just like everything else.

If you have another transplant planned?...do it now....and veg another week.
Once you go into 12/12 flowering cycle the root system does not grow much any more. If you start flowering with a root system, that has not fully developed in the current pot?...it will not develop to it's full potential....IMO.
The roots are the key to success.
