I think my plant is sick! HELP ASAP

My 1 and a half week old seedling is curling up and the tips are turning white! What is this? How do I rememedy it?
I'm growing it with a warm CFL and a cool CFL each about 6 inches away.
I water once every 2 or 3 days.

..I've never personaly had this problem, but If I were you I would atleast change the cfl's to 100/26watt and keep them about 1.5 to 2 inches from the top of the plant. ( I use 4 cfl's mounted on a board and have chains to raise them according to growth.)
I never routinely water, I pick up the pot with thumb and index finger. If its heavy I don't water, but if its light feeling, then I water.
