Yea, if people vote to change a law, but the federal gov still doesn't respect the will of the people. Very sad

If Prop 19 passes the Feds will have to give California some breathing room. It's same as when Obama took office and the DEA kept busting dispensaries. After the President started getting heat about mmj from the US Reps from mmj States, he told Holder to back off, and there has generally been no harassment of clinics, or at least very little.
If Cali legalizes recreational cannabis the same thing will have to happen. The Feds will simply have to make some kind of peace with the State. "Vigorously enforcing" the law is expensive and impractical.
And then there is the political end of it. Read this article (http://www.cbsnews.com/8301-503544_162-20020704-503544.html), especially starting with the paragraph that leads off "Longtime California Democratic strategist Garry South told CBSNews.com..." South really lays the political angle out there for everyone to see.
