are your lights air cooled? the more exhaust the better. best case scenario, you want to be able to exchange the air in your room once every 1-2 minutes, but once ever 5 will suffice.
to figure out your cubic footage multiply length x width x height. the fans you are looking at are rated in CFMs or Cubic Feet per Minute. you do the math.
the two tens will be better than one 12.

currently im using two sixes but cant get my room below 82 i have air conditioning as well the lights are not ever touching my room as i have a fresh air inlet to each row as well as one 6 inch exhaust fan out each room .i am only using a 8 inch exhaust for the whole room .

I would go with the one 12 inch inline for the lights only and you will see a temp decrease as well. It won't be enough as far as exhaust.. Go with an 8 inch passive intake, and reduce the otherside of the 10 inch inline from 10 to 8 inch. So you will be running 10 feet of ten inch ducting then reducing and finish your run with the 8 inch. All the ducting should be on the exit side of your inline, with the exception of the peices you use to connect your string of lights.
I am guessing your in a 10x10 or an 8x8?
