finishing up my growroom- deciding which board to put on walls- i have been considering 5/8" foam board skinned in foil- r value of 5- or 1/2" black board it was called celotex at one time- which of these would be best sound insulator-i know the black board has good accoustical values- will the foam board cause an echo- wanting to keep noise level inside down on the outside

I have 1 1/2" foam boards that are white on both sides.... seems to work great for both sound reduction and light reflection.

good, I wanted to use foam board- lighter and easier to install- regardless of which i use i plan on covering with panda film

You can also consider using Reflectix instead of panda film. More durable, cheaper, just as good reflection with a bit of added r value.

The foam will have R-values from R4 + per inch the Celotex will have R-value of 1 per inch (of thickness). The Celotex will provide better sound insulation, the foam will retain more heat in the grow area. My choice would be just a covering that is white unless sound insulation is a necessity, then the celotex. Even Sheetrock will help with sound, structural integretity and have a good solid surface for any future modifications.
Regardless all walls white!
