There is a lot to learn about lights that's for sure. The bottom line is that the more total wattage you can throw at the plant the better it will be. I have seen lots and lots of products that compare themselves to a 600 watt or a 400 watt light but yet they only use 50 watts. The more watts that go into the lamp the more that will come out. At least that's the current state of the technology. T5ho lights or like the one you pointed out which is a self ballasted compact florescent, are very good lights. The one you pointed out would be a great starting point for someone wanting to grow 2 or 3 plants. Maybe you add more as money and interest permits. Some day you will want to look into a 400 or 600 watt HPS light for your flowering stage. This is by far the most potent light you can give a plant, HPS lights that is. They tend to run very hot though, I mean very hot and thus require ventilation, ducting, possibly cooling. T5's and self ballasted lights dont generate near the heat and thus tend to save the users money over the long haul.
