This about spells it all out. The only option is to seal the room and put in air conditioning of some sort. Anything short of that will really be just blowing hot air.
Moving air feels cool to humans because we have a layer of heat around the exterior of our body that wind can blow away. So we stand in front of a fan, air around our skin doesn't have time to heat, thus we feel cooler when in all actuality the air is the same temperature. Does not work this way with cannabis.

Check that thread, I think you may be surprised by some of what you read:thumbsup:

I know what it's like be financially strapped for grow equipment! However I'm not in that predicament right now I myself am using a Hydrofarm mh hps ballast combo switchable 400 W, recently picked up about a month ago a eye hortilux mh blue and it's phenomenal beyond anything I've seen relative to outdoors, this lamp was designed to replicate natural sunlight with every color spectrum and it does! Ok on to your situation just thought I would tell you what I'm using, thats seriously high temperatures you have going on there mine never goes over 80 degrees, isn't ther some kind of way for you to get flex tubing like for a dryer three or 4 inch diameter and hang that a few inches from your hottest source and use any kind of a fan to draw heat through those flex tubes out the crack of a window or in a attic etc. etc., if you don't have an air-conditioning source obviously you've got to rig up something to draw that out and if you're financially strapped the first thing that comes to my mind is the dryer flex tubing with a fan on the other end drawing the heat out to another source, that has got to help alot, even if it's just close to the hottest source in the air hanging somewhere, it will have to draw quite a bit of heat from the area so id look for a high rpm fan even used, you could even jimmy the tubing to a regular fan on the intakr of it wired up some how to it? anything is worth a try try some pawn shops and cheaper department stores like Wally world Wal-Mart or something like that to try to rig some kind of a tubing to draw some of that out with a fan at the opposite end sucking it out connected to it Jimmy rigging it, that's the first thing that would come to my mind with no air conditioning? Obviously circulating it just only does that in a desert atmosphere, if it's that hot outside coming in to the grow area you might have to spend some money on a efficient set up to help you to draw it out? But I would rig up something in the order I mentioned until then, you can't push it out with fans you don't have air conditioning in the area obviously so I would Jimmy rig something to draw hot air away, sorry I couldn't be of more help I could be real helpful suggesting professional equipment to do it but you mentioned financial difficulties?cherokee

Can't you move the grow into the house or other A/C area?
How about running some duct to suck cold A/C air from inside your house directly into the growroom?

bigtops has it...
The best and cheapest way would be to seal the grow space and add an intake duct thats drawing air from inside the A/C house. Rustys thread on growing in the heat will help you as well.
Goodluck.. Post pics!!

If you have an attic and your a/c ducts are up there cut a wye into one of your a/c ducts and run a 4" or better yet 6" flex duct down to grow room. A swamp cooler will introduce a ton of humidity into your room sure to give you some mold issues. The wye and flex duct couldnt be more than 40 bucks tops and should help alot. :rasta:
