He sourced out everything in the written analysis he talked about. There were definitely parts that were speculatory, but he did a good job of flagging those instances.

Also, call me suspicious, but it seems to me that he wants a list of everybody's questions so he can present them to the DOR so they can create more rules and close the loopholes.
