You didn't say the size of your room or how many plants.
I would get the biggset light I could but that's just me. Overkill.
You need good water and some GH 3 part nutes and cal mag plus. don't try to over do it with additives untill you have a few grows. If anything goes wrong then it is easier to find the problem.
A PH meter is a must and PH up and down.

Spend all you can up front. Borrow if you have to. Get a good 1000w light, or at least 600. Preferably a 1000w hps for flower and 600 watt metal halide for veg. Use a simple method like bubbleponics or the like. Your going to have to invest in a good drill and some big drillbits and some tools. You can just go buy the equipment and get your head ripped off or you can make your own equipment for 1/10 the price, it just depends on how much you want to educate yourself on the science of moving water. If you do it yourself learn the rules and don't get fried.
Growing is a waste of time in my opinion without at least a proper start up.
I speak from experience as a grower with knowledge but bad initial funding. I had heating issues, but was'nt getting enough lumens down per square foot... The good fans, inline, booster, 8" ducting, the real air mover stuff is what you will have to get if you expect for this to be in any way productive. its much easier to just find a local grower at a club and buy it at $100 to $200 an ounce than wait 3 months for 8 ounces cause you did'nt know that you need the equipment like everyone else.
It is hard to grow good Medicine with anything less than air cooled lights, and good water. You need PH adjusted water with a meter like Loc nar said. You can treat it or filter it, but the most important is accurate and consistent PH as well as air/water temps for night/day. Good clones make all the difference, and don't buy the first ones you see.
If you have to find a DIY on stuff to save money, but don't skimp on the lighting. Learn about spider mites. Get bug products. I would say go ahead and lookup jorge cervantes on youtube and the likes, and other "setup your on grow room" videos.
Just educate yourself. Everyone on here is helpful, and try to listen to advice about proper funding. Its a waste of time if you don't because you got pests, cost of clones, cost of electrical bill, not to mention the time it takes to bring a crop to maturity and expect a good yield. You can still be arrested even though its legal and you got a card. Its still a big risk for fire or theft.
I'm not trying to discourage you but if you listen to this you will thank me later..
With nutes I would suggest going with an organic hydroponic nutrient that does not burn, and follow the directions to the T. Do not overdo anything and don't try to reinvent the wheel.
Research electrical and fire code. Learn how to properly hang and mount lights with bolts and chains into studs. Don't mess with fire. Keep your electricity centralized in a safe area where it cannot catch fire, and away from water.
Don't use super long extension cords wrapped up, they generate heat, however you want extenion cords to run in power and keep timers/pumps/thermo/ all that stuff together, trust me its worth it. Get multiple good timers, get backup pumps. Get good cords and lots of quality grounded powerstrips that are up to current standards. Don't jerry rig anything.
Don't plug more than 1000W into 1 circuit breaker, and don't draw any kind of suspicion even though its 100% legal because you put other patients in danger. To find this out map your houses circuit breaker grid.
Growing Medicine is a responsibility, because you endanger other people if you do it wrong. If its done responsibly and with the right intent and research, you can do it with a good conscience and know you are being safe.
Get a fire extinguisher, get a wet/dry vac.
good luck:thumbsup:
