The lights, timer and perlite is fine. But I wouldn't use the soil or the rose food. Neither have what you need for growing MJ.
The soil has times release nutes which do you no good for growing MJ.
Try a good organic soil. Black Gold used to be pretty good but they started adding time release nutes to it too. Try and find a nursery and find a good soil.
