Please help picking some lights

hey everyone i need help picking some light for my veg. stage. iwant to grow about 3-5 plants. iwas thinking of going with a mh light but there pretty pricey.i didnt really want to spend more than $100 ...so i was thining of going with florecent lights.

i saw this one

but it only has two long bulbs is that enough for 3-5 plants on veg.stage?

I would go with the 4 bulb system if you can. Also you can probably find a better deal on ebay like this one.
