is a rooted out clone in rockwool counted as a plant in CO.?
is an unrooted 'cutting 'in rockwool counted as a plant in CO.?
help?

if it haS roots it's a plant. Cuttings are not yet if they don't have roots

Rob is correct as soon as it has a root it is considered one of your vegetative plants.
