some suggestions, please add yours and feel free to disagree.

Regulation or clarifications we really need? Focus should be on the patients and what THEY need!

1. License commercial grows and limit the size to keep out big-tobacco and big-pharma. Let's keep this a Colorado, grass roots industry. Let's keep fees reasonable & let competition weed out the weak.

2. Clarify caregiver status, all they should need to do is supply medicine to patients or licensed dispensaries. We do not need to add unrelated services that will drive up prices and complicate regulation.

3. Clarify the law such that dispensaries are legal and out of the legal gray area. Tax at the dispensary level. If we try to tax grows the black market will continue. Taxing a grow is tough & what would be the basis for taxation? (though some dispensaries will sell anything LOL)

4. Recognize a self-regulating authority for dispensaries to ensure quality / safety and fund it through licensing fees for dispensary certification.

5. Allow for more energy efficient growing techniques by limiting area used and not plant count (i.e. 2 10x10 growing areas per patient/caregiver) or removing the limit if the patient is growing in their primary residence. THIS is to protect the privacy of patients and to protect them from being hassled by plant counting cops.
